The Institute of Legal and Policy Strategy (ILPS) was established in Abuja, the Federal Capital Territory of Nigeria, in recognition of a persistent gap in the Nigerian governance ecosystem: the absence of a credible, non-partisan institution dedicated exclusively to legal and policy capacity, accountability, and professional standards.
Nigeria's governance challenges — from institutional fragility and regulatory uncertainty to constitutional ambiguity and the erosion of rule-of-law norms — demand a rigorous, independent, and professional response. ILPS was conceived to provide exactly that: a home for serious legal and policy work, untethered from partisan interests and accountable to the highest standards of professional practice.
Since our establishment, ILPS has built a comprehensive portfolio of services spanning professional training, policy research, institutional advisory, public engagement, awards and accountability, and strategic advocacy. Our initiatives — including the TrainerLaunch credentialing programme, the Earn the Second Term Advocacy (#ETSA), and the ILPS Awards Programme — have already begun to shape the conversation on governance reform in Nigeria.
